Meter Reset / Cumulative Difference Typologies. When a commercial or governmental meter is replaced or reset,
the difference between the closing reading of the old meter and the opening reading of the new meter is recorded as a single month's consumption
(often logged as 999,999 or even 1,000,000,000 units), while the financial assessment remains locked to actual normal usage.
